Rights of Way

The Rights-of-Way Department administers active rights-of-way easements, right-of-entry permits and archeological surveys. The department manages over 21,500 active ROW instruments which include uses such as electric transmission and distribution lines, pipelines, roads, and telecommunications.  The department also provides right of entry permits and outfitting/guiding permits which provide temporary access to Trust lands.  The Department monitors market trends to ensure that the ROW fee schedule represents fair market value.  Within the Agency, the ROW Department has spearheaded the use of GIS and other technologies to establish development corridors and implement best management practices.  The Department works closely with the Surface Resources Division to maximize the use of existing surface disturbances when siting ROW as well as collaborating on proper site remediation and reclamation.
