Environmental Compliance Office 

The Environmental Compliance Office (ECO) was created by Commissioner Stephanie Garcia Richard to support the State Land Office Accountability & Enforcement Program by adding environmental specialist capacity through positions granted in the 2022 legislative session.  ECO is housed in the Surface Resources Division and is responsible for overseeing remediation, reclamation, and restoration on state trust lands. 

The ECO staff assist lessees in their efforts to remediate, reclaim, and restore state trust lands impacted by spills or when closing out a leasing activity.  ECO conducts site inspections, reviews reclamation plans, and coordinates with NMSLO leasing divisions and other regulatory agencies to ensure compliance with all rules and regulations.  The goal of this office is to restore and maintain the health of state trust lands so they may support NMSLO beneficiaries in perpetuity.
