Bonding Pre-Publication Discussion Draft
The New Mexico State Land Office will be conducting a formal public rulemaking process regarding proposed changes to the agency’s bonding rule for oil and gas development on state trust lands. A discussion draft of the proposed changes to the bonding rule is available for download below. An overview of the proposed changes is also available for download.

Next Steps
The State Land Office intends to publish a draft rule in the Spring of 2026.
The first public meetings will be scheduled after the draft rule is published. The final rule will be published after public meetings have concluded.
