Watts Energy Center, LLC (Watts) is proposing to construct and operate the Watts to China Draw Transmission Line Project (project), a 1.07-mile long 345-kilovolt single circuit transmission line. The transmission line would connect a new Battery Energy Storage (BESS) Facility to Xcel/SPS’s existing China Draw Substation in Eddy County, New Mexico. The project will be located on lands managed by the New Mexico State Land Office (NMSLO). The project will cross a roadway managed by Eddy County, NM. All of the 1.07 miles will be located on land managed by NMSLO in Sections 5 and 8 of Township 26 South, Range 28 East.
Watts, alongside NMSLO representatives, will host a public meeting to discuss the project on Tuesday, August 25, 2026, at the Hyatt House Carlsbad – Conference Room (4019 National Parks Hwy, Carlsbad, New Mexico 88220) from 6:00 pm to 7:00 pm MST. The meeting will also be hosted virtually on Zoom.

The meeting will begin with a brief presentation about the proposed project, followed by a question-and-answer session. Watts will present the proposed project design and the results of the natural and cultural resources surveys.
