SANTA FE, N.M. – New Mexico Land Commissioner Stephanie Garcia Richard is seeking partners for affordable housing or other economic development projects on four well-positioned state land parcels located in the Albuquerque metro area to help meet community needs and generate revenue for New Mexico’s public institutions.
The State Land Office has issued a Request for Interest (RFI) to solicit proposals from developers on the best uses of the parcels for long-term leases. Proposals are due to the State Land Office by Monday, July 6, 2026 at 5:00 p.m.
The team has also launched a new web page with a downloadable RFI and more detail about the four currently available parcels, including an interactive map.
“We are taking a novel approach to finding the right partners to develop state lands in Albuquerque,” said Commissioner Garcia Richard. “We want developers with the right priorities, who will meaningfully consider the needs of the local community. That’s why we are seeking affordable housing options. State lands exist in every county in the state, and they can and should be used to make life better for local residents. This proactive approach is designed to get the best and most forward-thinking partners for long-term development projects in the heart of New Mexico’s largest city.”
The four properties, ranging in size from 0.6 acres to almost 2 acres, are located at: the corner of Bataan Dr. SW and Coors Blvd. SW; 10408 Central Ave. SE; 421 Cutler Ave. NW; and 230 Truman St. NE.
“The available properties present diverse options for potential future developers,” added Commissioner Garcia Richard. “They are in varied locations too, with one site in each of the city’s four quadrants. We hope that this diversity of options will result in four development projects that will truly help revitalize the surrounding neighborhoods.”
During her time in office, Commissioner Garcia Richard has prioritized economic development projects that address critical community needs. Pursue creative leasing options has been critical to those efforts. For example, the State Land Office partnered with Sol Housing, Inc. and the City of Albuquerque to deliver around 180 affordable housing units for senior citizens to state lands at the Luminaria and Farolito developments near Central and Eubank. The agency also partnered with Sierra Norte Land Holdings, LLC on a project that will bring 4,300 housing units to Las Cruces, including 1,700 new affordable housing units.
Other examples of economic development leases used to generate job creation include New Mexico Spaceport, Sandia Science and Technology Park, and Netflix at Mesa Del Sol. These projects align with Commissioner Garcia Richard’s goals to use state lands to stimulate New Mexico’s local economies.

Commissioner of Public Lands Stephanie Garcia Richard has overseen the New Mexico State Land Office since 2019. In that time the agency has earned about $14 billion for New Mexico public schools, hospitals, and universities. Over 13 million acres of state trust land are leased for a variety of uses, including ranching and farming, renewable energy, business development, mineral development, and outdoor recreation.
