El Paso Electric (EPE) is proposing to construct and operate the Afton North to Airport Transmission Line Project (project), a 14.3-mile long 345-kilovolt single circuit transmission line. The transmission line would connect a new Afton North Substation to EPE’s existing Airport Substation in Doña Ana County, New Mexico. The project will be located on lands managed by the New Mexico State Land Office (NMSLO) and the U.S. Bureau of Land Management. The project will cross a roadway managed by the City of Las Cruces. Of the 14.3 miles, 1.5 miles will be located on land managed by NMSLO in Sections 16 and 21 of Township 24 South, Range 1 West.
EPE, alongside NMSLO representatives, will host a public meeting to discuss the project on Monday, March 2, 2026, at the Thomas Branigan Memorial Library – Roadrunner Conference Room (200 E. Picacho Avenue, Las Cruces, New Mexico 88001) from 6:00 pm to 7:00 pm MST. The meeting will also be hosted virtually on Zoom.
