The New Mexico State Land Office (“SLO”) gives notice in accordance with NMSA 1978, Section 19-7-9.1 that it will hold a public meeting on Wednesday, July 21, 2021, at 6:00 p.m. in the Commission Chambers for the Sandoval County Commission, Administrative Building, Third Floor, 1500 Idalia Road, Bernalillo, NM 87004. Any change to the location or time will be posted with a final agenda on the SLO webpage (http://www.nmstatelands.org) at least 72 hours prior to the date and time specified above.

The purpose of the meeting is to receive public comment regarding a proposed disposition of the following state trust lands in a land exchange:

Section 32, Township 14 North, Range 1 East, N.M.P.M. – 640 acres

Section 16, Township 14 North, Range 1 West, N.M.P.M. – 640 acres

Section 16, Township 14 North, Range 2 West, N.M.P.M. – 640 acres

These three separate tracts of state trust lands are located in Sandoval County, northwest of the City of Rio Rancho, near the boundaries of the Pueblo of Santa Ana reservation, and they are currently leased to the Pueblo of Santa Ana for livestock grazing.  Section 32 is located west of the Del Norte Gun Club, and the two other sections are located roughly 4.4 miles and 14.5 miles further northwest.  At the request of the Pueblo of Santa Ana and because of the cultural and historical connection with the Pueblo of Santa Ana, the State Land Office has proposed a land exchange in which it would convey these state trust lands to the Pueblo of Santa Ana in exchange for lands of equal or greater value having the potential for commercial development and thereby providing greater income potential to the trust land beneficiary, which is New Mexico public schools.

Conveyance of these state trust lands is not expected to change the nature of the use of the state trust lands or surrounding lands.  If the SLO makes a final decision to proceed with an exchange, the Commissioner of Public Lands would execute an exchange agreement providing for a conveyance of the state trust lands subject to a reservation to the State of New Mexico of all minerals and geothermal resources in, under or upon the Land.  The SLO may offer a negative easement or surface non-disturbance agreement with regard to the reserved minerals and geothermal resources.
