Royalty Management
The Royalty Management Division (RMD) is responsible for collecting, processing and auditing the royalty from oil, natural gas, and carbon dioxide produced from
Revenue Processing is responsible for processing the monthly oil and gas royalty returns. Revenue processing insures that the data reported to the State Land Office is correctly recorded in the ONGARD computer system, tracks the money received as royalty, provides amounts to be distributed to beneficiaries, and monitors the advance payment requirements for remitters.
The RMD Audit group continues its goal to audit 80 percent of oil and gas royalties in four to five year cycles. Through these audit efforts the trust beneficiaries are assured that they are receiving their fair share of royalty revenue. The audit section works with royalty payors to understand complex industry accounting systems and to assure compliance with state lease terms.
The Compliance section assists royalty payors with clearing items from suspense by helping to identify missing or incorrect elements on the royalty returns that prevent our system from automatically distributing the royalty. In addition, the compliance section contacts royalty payors who have outstanding invoices and will work to collect past due invoices.
RMD continues its focus on converting oil and gas royalty payors from paper filing to electronic methods of filing. The newest method for filing royalties electronically is the ONGARD online filing application which allows the small remitter to file their oil and gas royalty reports via the Internet. Electronic filing is a much more efficient way to report royalties. Significant resource savings are realized by reducing time, paper and eliminating manual key entry and the associated error resolution process.
