Administrative Services serves the State Land Office in the areas of accounting, budgeting, contracts, fleet management, human resources, information technology, and records management.
Accounting
Accounting staff receives, classifies, and records all generated revenue, which is dispersed according the source of funding collected and associated with the specific beneficiary or group of beneficiaries.
Human Resources
Human Resources encompasses personnel management of 151 full-time employees, payroll and benefit processing for all filled positions. The office assists State Land Office managers to maximize the agency’s return on its investment in human capital by providing advice on State Land Office and State Personnel Board personnel policies and procedures.
Information Technology
Information Technology is a cornerstone of the State Land Office. Much of the information provided to the public relies on technology and applications developed and systems maintained by the Information Technology Division. In addition to managing the agency network, equipment and software, the division develops applications or oversees projects to automate agency records and record-keeping systems. One of those systems, ONGARD, is a tri-agency legacy mainframe system developed to manage oil, gas and mineral oil leases and royalty data collected by the State Land Office; Taxation and Revenue Department; and the Energy, Mineral and Natural Resources Department Oil Conservation Division. ONGARD was modified to manage surface resources and commercial business leases as well. ONGARD successfully distributes revenues; however, that has proven to be inadequate. The division is developing the Land Information Management System, a GIS application that will better address non-oil-and-gas surface resource management issues
Records Management
Records management provides essential information about the lands held in trust by the Commissioner of Public Lands. The Records Management Division manages and maintains the record-keeping system to ensure that records are accurate and accessible to both State Land Office staff and the public. In addition to preserving valuable paper records, the division provides ready access to records transferred to the division. Records have increased in volume by about 20 percent in the last four years, both in active and inactive status. Records are assets to be managed like other property assets. State Trust Land records document ownership, land encumbered through leasing activity and land available for leasing. Records must be accurate, authentic and available when needed for as long as needed and throughout their lifecycle. Records are preserved as long as necessary to protect rights and property, ensure accountability and document the chain of title for each section within a township and range.
Elaine Olah, Assistant Commissioner for Administrative Services
Elaine Olah comes to the State Land Office after a 30-plus year career in state government. Ms. Olah earned a Masters of Business Administration from New Mexico Highlands University.
Olah has held several positions in state government over the past 30 years, beginning as a bookkeeper with the Northern New Mexico Rehabilitation Center followed by several financial positions with Health & Environment Department and Energy Mineral & Natural Resources State Parks Division. Olah joined the ranks of exempt employees with the State Auditor, coordinating training and administration and then serving as deputy state auditor. As the state auditor’s representative on the Commission for Public Records, Olah was appointed the commission's director. After six months with the State Treasurer’s Office, Ms. Olah was appointed deputy state treasurer. Olah then was appointed division director for the Administrative Services Division of the Human Services Department. After the change in elected offices, Commissioner Ray Powell selected Olah to serve as the assistant commissioner for Administrative Services.
In her current position, Olah is the chief financial officer overseeing the budget and accounting functions for the State Land Office. This includes revenue collections and distributions; payment for goods and services to support the agency’s responsibilities; and preparation of financial statements and reports. Other areas of responsibility include the offices of human resources, information technology and records management. Olah holds memberships in the Association of Government Accountants and the Government Finance Officers Association.

Sandra D. Lopez has over 25 years of professional human resource management experience in both public and private sectors. Lopez is a 19-year veteran of state government human resource management and has extensive experience in both regulatory and consultive arenas of human resources. She has served on or led numerous work groups involved in technical matters dealing with organizational structure and design. She is member of the Society of Human Resource Management and currently a member of the State Personnel Job Evaluation Committee.
Margaret Sena, Accounting Deputy Director
Margaret Sena has over 20 years’ experience in the accounting field and has been employed continuously with the State Land Office for 17 of those years, where she has held various positions within the Administrative Services Division. In her current position, Sena is responsible for daily accounts management, beneficiary distributions, and agency budget preparation for executive approval. Sena received a Bachelor of Arts in business administration from New Mexico Highlands University and is a member of the Association of Government Accountants / Santa Fe Chapter.
Lucille Sisneros, Director for Records/Imaging Division 
Lucille Sisneros, a 19-year employee of the New Mexico State Land Office, has held the positions of administrative secretary, administrator, management analyst, staff manager, and Interim division director. She now serves as director for the Records/Imaging Division.
Sisneros has been a member of the International Association of Records Managers and Administrators (ARMA) for 10 years, serving as president and secretary of the local chapter. She was awarded the ARMA Chapter Member of the Year Award while serving as chapter president.
Martin Davis, Information Technology Director
Martin Davis serves as the Information Technology director for the State Land Office, a role that carries the additional title of chief information officer. He has worked in the information technology field for over 20 years, holding a number of leadership positions as a system administrator, information systems manager, consultant, network and system engineer, forensic analyst, security administrator, and software engineer. Under the leadership of . Davis, the Information Technology Division provides support and software development services to the agency on enterprise legacy mainframe, client server, web-facing information systems, geographic information systems, electronic content management, help desk and enterprise architecture planning.
Stephen Trujillo, Facility Management Director.JPG)
Stephen Trujillo is a 15-year employee of the State Land office and a native New Mexican. Prior to working at the State Land Office, he worked as chief engineer in the hotel industry, managing maintenance departments and specializing in renovations and remodels. An avid outdoorsman, he spends a lot of time with his family hiking, hunting, fishing and enjoying the beautiful landscape of New Mexico.
