Harry Relkin, General Counsel
Harry Relkin is a licensed New Mexico attorney, practicing since 1974. Relkin’s practice has been primarily in real estate, business and public policy matters. He earned both his undergraduate degree in education and his Juris Doctor from the University of New Mexico. Relkin was in private practice for over 20 years, mostly managing law firms.
Relkin served the State Land Office during Commissioner Powell’s first administration in several capacities, including senior staff attorney, assistant commissioner for both Commercial Resources and Community Development. He was Commissioner Powell’s architect for numerous innovative inter-governmental cooperative endeavors and public/private partnerships.
As senior vice-president of Forest City Covington, the master developer of Mesa del Sol, Relkin also helped lead the land and economic development efforts for its 9,000-acre mixed-use development in Albuquerque. Relkin is very proud that Mesa del Sol, in partnership with the public sector, already has created thousands of jobs for New Mexicans.
Prior to re-joining Commissioner Powell’s executive team at the State Land Office in January 2011, Relkin was the principle, manager, and owner of P4 Advisors, LLC. The firm of diverse specialists offered consulting services for the formation and execution of public/private partnerships for land and economic development projects, primarily focusing on various forms of public land or public financing participation.
